Solution to this Issue
1) Using ODAC1110621Xcopy.zip:
a. "Run as administrator" ==> install.bat oledb c:oracle odac
b. Add c:oracle and c:oraclebin to "beginning" of Windows PATH
2) Add TNS_ADMIN permanent user environment variable to point to directory where tnsnames.ora is located.
